Lo mejor es seguir paso a paso segun indica Spamcom, si solo te cambias de 
IP nuevamente vas a caer en esta lista negra. Es posible que tu servidor 
este como open proxy, open relay o simplemente esta enviando demasiados 
correos a algun destinatario x quien denunció tu IP a Spamcop.

Si me das la ip pública de tu servidor puedo ayudar  a revisar cual es 
exactamemte la causa para estar listado.

Con que proveedor estas? si estas no estas con Satnet/TV-Cable puedes
intentar de desconectar tu (ADSL-)modem, dejalo desconectado unos 10 min
y vuelves a conectarte - así recibes un IP público distinto con lo cual
vas a poder enviar correos.
